Is there something missing here? Rear bumper reg lamp area

Changing a bulb on my rear registration plate lamp I noticed that I dont think this looks right from how I remember it.

Is there supposed to be a plastic covering in this area or something? I feel like it is not supposed to look like this but not sure exactly what might be missing.

This is an 09 Mazda 3 Takara. Appreciate any thoughts :)

No, what you're seeing is the fitting for cars with a short license plate e.g. the U.S. If you unclipped your number plate light it would fit there instead of where it is now (they only have a single central light).

They use same bumper in all markets so it has fixings for different configurations.
